Description

Steps:

Create file reference with 2 HBL, HBL A and HBL B, Save file
Re-access the file and delete HBL B
Clone HBL A
HBL with dummy reference displayed
Add an additional cost

Issue 1: when clicking on update the Cloned HBL, it says it already exists

Issue 2: Cannot save file reference

Steps:

Update the dummy reference to HBL B
Proceed to update HBL
Click on Save File reference
