Description

Steps to reproduce issue

Navigate to Ocean > Export > File Reference Screen
From the list select a File reference ( status = In progress)
Click on the + sign , Add an HBL
Fill in all required fields
Under sales section , Add Sales
Save File reference
Select any HBL, click on Delete

Actual

HBL reference number is not being deleted from the list (See attached)
PSQLException: ERROR: update or delete on table "billoflading"violates foreign key constraint "fkj7lewyttf9xssrkm8r5fxnl4n"on table "charge"Detail: Key(id)=(169)is still referenced from table "charge".

Expected

HBL reference number should not be displayed after it has been deleted
