User Story: Temporary Delivery Order (TDO) Issuance in Imports

A Freight Forwarder should be able to issue a Temporary Delivery Order (TDO) within the Freight Forwarding System (FFS) to facilitate the provisional release and supervised movement of goods under specific customs-authorised scenarios.

 Pre-requisites:

• A valid File Reference and HBL must be created and confirmed.

Acceptance Criteria:

1. Eligibility for Issuing TDO:

The system must clearly enable the issuance of a Temporary Delivery Order only under specific customs-authorised conditions, such as Inspection or Sampling or any other valid reason.

2. TDO Issuance Process:

• Users select "Temporary Delivery Order" from the existing House Delivery Order screen in FFS - ticket #422.
• Users must specify a reason for issuing the TDO.
• Enable the mandatory fields to capture critical information:
  • Remarks: the reason for issuing the TDO (e.g., Bank Guarantee or Bond, Inspection or Sampling, ATA Carnet/Temporary Import Permit, Free Zones/FTZs/Bonded Warehouses, Delayed Document Arrival (Original B/L).

3. Document Generation & Output:

• After issuance, the TDO PDF document must clearly indicate:
• Clearly Marked as "Temporary Delivery Order" or watermarked diagonally or horizontally across document pages.
• Reason/Remarks for temporary release.
• Provide functionality to Generate, Download, or Print the TDO document in PDF format directly from the system.

4. Logging and Audit Trail:

• TDO issuance must be clearly recorded in the system logs and clearly marked as "Temporary Delivery Order".
• Clear system logging includes:
  • User issuing the TDO.
  • Date and time of issuance.
  • Remarks/Reasons selected for TDO issuance.

5. Notifications and Alerts:

• Automatically send notifications upon TDO issuance to:
  • Authorised users, clearly informing them about the TDO issuance.
  • Supervisors/Managers for follow-up.

6. Closure and Follow-up:

• Clearly display TDO statuses in the system dashboard or alerts, assisting timely follow-up actions.
• Allow marking of final clearance or resolution clearly against the issued TDO once customs procedures are complete, ensuring that this document is not valid now.

7. User Permissions and Access Control:

• Ensure that only authorised personnel have access to initiate TDO issuances.
