Steps:

Create file reference LCL
Add 2 HBL, A and B
switch cargo damage/discrepancy report to "yes" in HBL A and update HBL

Issue: when switch cargo damage/discrepancy report to "yes" in HBL A only and updating the HBL, the cargo damage/discrepancy report switch to yes in HBL B automatically.
