Description
The bank dropdown should automatically select the default bank. The user will change the bank if needed.

Acceptance Criteria
- The Bank dropdown is pre-populated with the configured default bank when the screen loads.
- Users can change the selected bank if required.
- If no default bank is configured, the dropdown remains unselected and prompts the user to select a bank.
- The selected bank (default or user-selected) is correctly applied when downloading the Notice of Arrival.
- No regression to existing Notice of Arrival functionality.
