Description

Charges marked as 'Disbursement' should be excluded when transmitting the house manifest to CCS.

Acceptance Criteria

Charges flagged as 'Disbursement' are not included in the house manifest transmitted to CCS.
Only non-disbursement charges are transmitted to CCS.
The exclusion applies consistently to all house manifest transmissions.
Existing transmission logic for non-disbursement charges remains unchanged.
No transmission errors occur as a result of the exclusion.
