Description
Kindly note that during testing, below issue has been identified.
We have one shipping line having two records on the system. One is valid and the other one is invalid (Refer to below screenshot).

When moving to the charge template, both valid and invalid records appears.

Expected Results:
ONLY valid record should appear in the list
