Client MCL & CP World need to be able to download the Bill of Lading (B/L) directly from the File Reference Retrieved List rather than from the Invoice Screen.

This is because the Bill of Lading is not dependent on the invoice, it’s a shipment-related document that should be accessible as soon as the file reference is created or retrieved, even before invoicing takes place.

Having it accessible from the File Reference List will make document handling faster for operations users.

Acceptance Criteria:

1. The Bill of Lading (B/L) should be downloadable directly from the File Reference Retrieved List.
2. The Download or View button/link should appear next to each file reference that contains a B/L.
3. The B/L should no longer be restricted to the Invoice Screen for Ocean Import files.
4. Users should be able to download the B/L regardless of whether an invoice has been created or not.
