Description

Aim: Manage the lifecycle and closure of File References. 

User Stories: 

  1. As an operations officer, I want to set File Reference status (In Progress, Completed, Approved, Closed) so that the lifecycle is clearly tracked. 

  2. As an operations officer, I want to restrict closed File References to “view only” so that historical records remain unaltered. 

  3. As a supervisor, I want to review and approve File References before closure so that all validations are completed.
