Description

Aim: Ability to create, view, update, and manage File References for imports.

User Stories:

As an operations officer, I want to create a new File Reference with flight, shipment, and consignee details so that I can track imports efficiently.
As an operations officer, I want to view a list of existing File References with creation date, master reference, flight, status, etc. so that I can quickly locate shipments.
As an operations officer, I want to clone an existing File Reference so that I can save time when creating similar ones.
As an operations officer, I want to edit File Reference details (e.g., flight details, consignee, status) so that I can keep records up to date.
As a supervisor, I want to review and approve File References so that only validated shipments proceed further.
