Aim: Manage House Airway Bills associated with a File Reference. 

User Stories: 

1. As an operations officer, I want to add one or more House Airway Bills to a File Reference so that multiple shipments can be managed together. 

2. As an operations officer, I want to retrieve House Airway Bill details from an existing quotation so that I reduce duplicate data entry. 

3. As an operations officer, I want to set and update the status of a House Airway Bill (In Progress, Confirmed, Approved, Closed) so that I can track progress. 

4. As an operations officer, I want to log all activities performed on a House Airway Bill so that I have an audit trail. 

5. As a supervisor, I want to restrict sensitive actions (e.g., delivery order generation) to certain roles so that compliance is maintained.
