Description
As discussed during the meeting, kindly note that file reference should have a lock and unlock file feature for file reference with completed status.
When unlocking the file, FFS should prompt the user to give a reason to unlock the file. A proper log should be also kept to know who locked and unlocked the file.
This feature should be set as an authority.
Only higher level with the authority will be able to access this authority.
