Steps to Reproduce issue

Precondition

Create an RFQ
Navigate on Quotation, Add the charges
Approve the Quotation
Navigate to Ocean > Export > File Reference
Add HBL and Container
Do a Save, Approve by Client
Navigate on Accounting > Invoice
Create an Invoice
Do a payment

Actual

Freight Agent is able to Edit/Update/Delete quotation

Expected

Freight Agent should not be allowed to Edit/Update/Delete any quotation
