Description
The action button displays "approve" and cancel".

To change the "approve" to "Completed"
The status of the file in the list of file reference should be "Completed" instead of "Confirmed"

Also when changing the status to "Completed" a warning should be displayed if there are HBLs that are still in progress and it needs to be confirmed and approved.
