Regression in File Reference

Steps: 1. Created RFQ and Quotation with 3 charges

2. Accessed File Reference FCL, Click on add HBL and choosed existing quotation

Issue: Only 2 charge is retrieved from quotation. 3rd charge (Sea freight) is missing.
