Steps to reproduce issue

Navigate to Ocean Export > File reference > FCL
Add MBL
Under View/HBL Container list > Create an HBL
Insert all the mandatory information > Click on Add HBL
A left side tree is opened displaying the HBL Dummy reference
Click on the Dummy Reference

Actual

User is not able to update HBL
Add HBL button is displayed

Expected

User should be update the HBL
Update HBL button should be displayed
