File Reference: Add a button "use existing HBL" on HBL section

Description
As a user,
I want to reuse an existing BL on File Reference screen,
Acceptance Criteria:

A checkbox labeled “Part Consignment” should be added on the File Reference screen under HBL section. - A button should be added "Use existing HBL" . Upon Clicking the button a pop up should be displayed with the list of all HBL
- The user should be able to Reuse same HBL again onto the HBl section
Scenario 1 (Different BL on different Vessels)
