Title: Add a "Vessel Departure" field to the File Reference screen that uses a date-time picker for accurate date and time entry.

As a FFWD,
I want a "Vessel Departure" field on the File Reference screen with a date-time picker,
So that I can accurately record the vessel departure date and time for tracking and updating statuses.

Acceptance Criteria:

1. Field Addition:
   • A new field labelled "Vessel Departure" should be added to the File Reference screen.
   • The field should use a date-time picker to allow users to select both date and time.
2. Input Format:
   • The date-time picker should format the input as DD/MMM/YYYY HH:mm.
   • The date-time picker should allow for both date and time selection in a single interface, ensuring consistency.
3. Validation:
   • The field should validate input to ensure only date-time values are entered.
   • If an invalid date or time is entered, an error message should display: "Please enter a valid date and time for Vessel Departure."
4. Permissions:
   • Only authorised users with specific roles, such as operation officers or supervisor should be able to modify the Vessel Departure field.
   • Other users should have read-only access.
5. Display on Reports and Dashboards:
   • The Vessel Departure date and time should be accessible in relevant reports and dashboards to support logistics tracking and scheduling.
   • The field should display alongside other critical dates for comprehensive planning.
6. Audit Trail:
   • Any changes to the Vessel Departure field should be logged, recording the user who made the change, the previous value, and the new value, with a timestamp.
