Clearing: Add a blank option in the incoterm dropdown list

Screen: Ocean > Export > Clearing List > New Clearing
- Add an empty option as the first item in all the incoterm dropdown lists, labeled as ' '
- The empty option should be the default selection when the form is first loaded, allowing users to start with no pre-selected value.
