Points discussed with CPworld , Silverline on 21/01/25

o LCL or Co-Loaded HBLs: SI can be generated at any point in the lifecycle, and the PDF should exclude container references since FFWD may not have the correct container information at that stage.

o FCL or Non-Co-Loaded HBLs: SI should only be generated after the Release Order is received, and the container is picked up and updated in FFS.
