Enhance the existing Charges Template to support both Cost and Sales charges, and integrate this functionality across Shipment Cost and File Reference modules while maintaining backward compatibility with current cost logic.

Currently, the Shipment Charges Template is used mainly to define predefined cost charges. These charges are then pulled into the Shipment Cost Charges section in the Shipment Cost screen.

Silverline and Logideals have requested that the same template functionality should also support Sales Charges, using the same template criteria.
