Description

Cargo Weight field should be set to optional.

Acceptance Criteria

Validation Rule Change
- The Cargo Weight field should be optional at all stages (Create, Save, or Confirm).
- Users can leave the field blank without triggering validation errors.
- The system must still accept weight values when provided.
System Behavior
- Removing Cargo Weight should not block:
  - File Reference save
  - HBL or MBL confirmation
UI / UX Requirements
- Remove the red asterisk (*) from the Cargo Weight field label.
