Post meeting MCL: Add exchange rate when processing/saving invoice

as discussed during our meeting with MCL, users should be able to add exchange rate at the moment they are processing/saving invoice.

By default the exchange rate should display the exchange rate added in file reference charges but user should still be able to change it accordingly.
Also, for e.g, if an invoice has 2 charges, 1 MUR, 1 USD, and user wants to issue the invoice in EURO, system should do MUR to EURO conversion.
