Description
As discussed during meeting, there are some validations that should be removed from HBL file reference when the HBL state is "In Progress".
However, the validations should be present when changing the HBL state to Confirmed and Approved. System should then warn the user and prevent the user to change the state when saving the HBL.
List of fields from which to remove validation will be provided.
