Description
Issue: After adding HBL user should scroll up to save the file reference.
As discussed with MCL team, FFS should allow to save users to save the file reference without scrolling up.

@noyan_avisham As you proposed the button should be fixed and hovered on the page to avoid the user scroll up and save the file.
