File reference LCL - File reference deleted after deleting container
Description
@noyan_avisham kindly note that after accidentally deleting a container in file reference LCL, the whole file reference is deleted/disappeared.
as discussed when a file reference with single container is deleted, the file should not be deleted also. The system should prevent or warn the user or store the file so that it can be retraced.
