Env: Qualif

Navigate to Ocean > Export > FCL
Create a File Reference > Add an HBL
Under Shipper / Consignee / Notify Party Information > Select Shipper
Under Sales section > Add Sales ( Default shipper should be displayed on BillTo)
Update Shipper

Actual

Sales record is being deleted

Expected

Sales record should not be deleted
