Steps to reproduce issue

Navigate to Ocean > File Reference > LCL
Create a File Ref
Create a Container
Add an HBL
Draft
Enable Clearing Option
Approve the HBL
Confirmed the File Ref
Navigate to Ocean > Export > Clearing Services > Clearing List
Create a Clearing File
Under Shipment details , Use existing HBL
On the pop up, search for the HBL created on File ref
Select the HBL

Actual

User is not able to select the HBL ( See attached)

Expected

User should be able to select the HBL
