Cannot create Invoice for FCL

Description

File Reference was successfully created and approved.
However, when attempting to create the invoice (via the "Create Invoice" pop-up), the File Reference is not appearing.
Searched using File Reference and HBL Reference — no results.
Also tried filtering by Cargo Type (Import) — still not found.

This issue only occurs for FCL. For LCL, the File Reference was found, and the invoice was created successfully.
