Upon creation of RFQ, goods description not allowing more than 250 words.

With reference to a previous ticket (https://gitlab.maccs.mu/rnd/ffa/documentation/-/issues/183) logged before, kindly standardise all goods description controls to the max limit of ~~3000~~ 3500as per this ticket logged before.
