Description

Need to add a new Type on Chargers: [Chargers_Type]:"Billable","Manifested".

By default to be save as billable.

Need to review : CHARGES_UK1 (Unique constraint) need to add also CHARGES_TYPE.

Maintenance Charges Enhancements:
Allow active/inactive status on the creation of charges.
Review type "EXP" when saving charges - Bug the Type is saving as "Export"
Calculation of exempted VAT to be set to zero.
SHP is not mandatory when saving charges.
